Recent VA Supreme Court Ruling and Its Affects on Small Businesses -- Let SDVoBMall.com Help!

With government closeouts upon us and less than 100 days away in Q4 2016, SDVoBMall.com recently partnered with Texas based Precision Safety Tech Solutions LLC to provide diesel and gasoline additive formula products aimed at increasing high performance standards and to help ensure efficient fuel emissions requirements are kept for both commercial and government vehicles alike. Precision retained SDVoBMall.com to provide logistics and supply chain support coupled with the sourcing of raw goods and materials and to help develop cost-effective marketing and packaging materials aimed at both USA and global sales.
In the recent unanimous Supreme Court ruled against the Department of Veterans Affairs. The Court writes that "[Section] 8127 unambiguously requires the Department to use the Rule of Two" before applying other procedures. The Court points out that the statute includes the word "shall," and writes "[u]nlike the word 'may,' which implies discretion, the word 'shall' usually connotes a requirement." Accordingly, "the Department shall (or must) prefer veteran-owned small businesses when the Rule of Two is satisfied." Recent VOSB/SDVOSB Decision
This is a groundbreaking decision and victory for both veteran and service disabled veteran owned companies everywhere.
SDVoBMall.com LLC, based in Washington DC is a VA VetBiz Certified Service Disabled Veteran Owned. Since its inception in 2013, the company's president, a retired military member and former contracting professional has engaged over 40,000 globally established manufacturers, production and distribution channels to ensure fulfillment capabilities for many varying products that government agents procure and need are met.
The goal is not to simply market and resells products solely based on program highlights established by the Small Business Act, including HubZone, 8(a), Women-, and Service Disabled Veteran-Owned Small business programs but more so to offer products of direct benefit to agencies in a quick but more efficient manner.
So in light of recent U.S. Supreme Court rulings the question for agencies going forward, this includes the VA and the over 108 federal agencies is "Do we continue to ignore or find loopholes preventing patronage of such firms or do we take heed and meet our numbers" ensuring the perception of a fair procurement and acquisition environment remains. With over 4,500 active veteran and service disabled veteran owned companies per Sam.gov ready to do business, the risk of disappointment is just too great of a risk to such firms and to the agencies integrity.
